What is TAA Compliance?

TAA compliance refers to adherence to the Trade Agreements Act (19 U.S.C. § 2501–2581), which governs trade agreements between the United States and designated countries. A product or service is considered TAA-compliant if it is either manufactured or substantially transformed in the United States or in a TAA-designated country. TAA-designated countries are those with which the U.S. has established trade agreements and recognizes as reliable and acceptable sources for procurement.

How is the Trade Agreements Act enforced?

The U.S. Government enforces the Trade Agreements Act (TAA) through procurement contracts. For government agencies to purchase or obtain products and services for their direct benefit and use, a legally binding contract is required.

These contracts are governed by the Federal Acquisition Regulation (FAR), which outlines the policies and procedures that all executive agencies must follow when acquiring products or services. The administration and enforcement of these regulations and contracts are managed by the U.S. General Services Administration (GSA), ensuring compliance with the TAA and other applicable laws.
